In an interview, Hangar 13 president Nick Baynes revealed that the structure of this game is closer to "Mafia 1&2" than the open world of "Mafia 3". "It's a linear adventure, and while players are free to explore the world, the story guides you toward the main plot," Baines explains. The development team focused more on a tight narrative experience rather than endless side quests or open-ended activities. Game director Alex Cox further pointed out that this game is neither strictly a linear game nor a typical open world game, but blends the characteristics of both to provide players with rich and compact drama experience.
